Did you select the motion device in Mach4 (Menu Configure/Select motion device)?
Do you see the "Motion Controller Selection" window when Mach4 is started?
If you're using a direct connection, IP address assignment of the controller can take a while after PC restart, because it first tries to configure from the DHCP server. Try ping 10.1.1.2 to test if the network connection is ok. If ping is not responding, check your Windows network settings (IP: 10.1.1.1 and netmask: 255.255.255.0) and try disabling the Windows firewall - it sometimes blocks communication.
