Fusion 360, simCNC, surface scanning and carving

They had suggested the following way to me:

This is done by CAM software.
It looks like this:

1) The CAM software generates gcode which is used for probing.
2) You run gcode simCNC, which scans the surface and saves it to a file.
3) You load the file with points into the CAM software.
4) The CAM creates a surface from the points (curve surfaces)
5) The CAM engraves the surface
6) The CAM generates the gcode that you load into simCNC for milling.

A lot of hobby millers use Fusion 360 as CAD/CAM software.
Apparently, the functionality you describe does not exist there. Which CAM software does what you described above?

Many users use the solution, but sorry, I don't remember the names of specific CAM software.
